Chemonics seeks a regional program manager for the Libya Transition Initiative, a two-year, $26-million project funded by USAID/Office of Transition Initiatives (OTI). As the first USAID award in the country, the project is working to support Libya-led efforts to promote national unity and the transition to inclusive democracy and has received a 15-month extension through December 2014. The position has an estimated duration of one year, contingent upon USAID/OTI approval and sufficient funding, and is based in Benghazi with frequent travel around eastern Libya. Chemonics may amend the scope of work for this assignment in consultation with the employee. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

·         Advise USAID/OTI country representative, deputy country representative. and the chief of party on the evolution of the local political, legal, and economic situation and on how to continuously adapt the regional USAID/OTI program to ensure that it remains relevant and effective

·         Manage and direct the development of overall regional program strategy through the Grants Management Unit, including development of programmatic content and finalization of the budget for proposed activities in order to improve the objectives, focus, efficiency, and feasibility of grants

·         Oversee monitoring and evaluation of each grant activity in coordination with the Grants Management Unit and other program support staff, as well as oversee the non-partisan implementation of each grant and the achievement of outputs as stated in the grant agreement

·         Work with staff to ensure quality and consistency of program implementation, including attending grant kick-off meeting and providing ongoing technical assistance and oversight during implementation

·         Manage, oversee, and report on progress of all activities and office operations in Benghazi to the chief of party and operations director, as well as to USAID/OTI and other counterparts

·         Oversee the administration, operations, finance, and human resources of the office in accordance with USAID regulations and Chemonics' policies

·         Communicate regularly with the Tripoli main office about administrative, operations, and programmatic issues

·         Travel extensively throughout eastern Libya with occasional travel to other areas at the direction of the OTI country representative or chief of party

·         Submit regular weekly reports and updates as instructed by the OTI country representative/chief of party and prepare briefing materials and additional reports as requested

·         In general support the chief of party to ensure the overall efficient development and implementation of programmatic activities as well as the management of the Benghazi sub-office

Qualifications:

·         Advanced degree preferred

·         Three years of demonstrated experience in project design and development

·         Minimum five years of demonstrated experience in the management of office operations, administration, and human resources

·         Analytical ability and understanding of the political context in Libya, with the ability to think creatively in conceptualizing relevant grant activities

·         Ability to obtain knowledge and assess capabilities of local and international NGOs, community-based organizations, and media outlets implementing relevant activities and programs in Libya

·         Ability to work independently with minimal supervision, prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and exercise good, professional judgment that communicates the established message of the program

·         Experience with stabilization, governance, outreach, and community engagement programming preferred

·         Strong written and verbal communications skills

·         Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, and the general public

·         Experience working on USAID-funded projects and managing grants or working on programs with grants components strongly preferred

·         Excellent interpersonal skills and ability to manage a diverse range of professional relationships essential

·         Experience working in Libya or similar environments and on rapid transition programs in insecure environments desirable

·         Demonstrated leadership, versatility, and integrity

·         Fluency in English required and Arabic skill highly desired

Position Description

The Sr. Mechanical engineer position for the project is a seconded position within the WAHA Operating Company’s Major Projects Organization and will report to the Engineering Manager assigned by WAHA for the project.

The Sr. Mechanical engineer is responsible for coordinating the piping and static equipment design activities during both the Front End Loading FEL and Engineering, Procurement and Construction EPC phases of the project. The Sr. Mechanical engineer will assist in identifying applicable codes and standards as well as developing effective piping systems and static equipment installations. The Sr. Mechanical engineer will support the project EPC phase for all mechanical engineering activities and deliverables for the development and completion of project activities including plans, evaluations, reports and other related project documentation.

This position is intended to extend into the detailed design and construction phases of the project. Duration of the assignment is expected to be 3 – 5 years.

Key Roles & Responsibilities

The Sr. Mechanical engineer may be responsible for:

• Providing technical expertise in the areas of Pressure Vessels, other static equipment and Piping. Pressure Boundary Systems (PBS) will be controlled throughout the entire project execution and application of appropriate Static Equipment and Piping specification and standards.

• Providing technical oversight of the engineering contractor discipline activities during the project FEL process and during the execution phase.

In the Pre-execution Phase:

• Participating in development of project premises.

• Advising team on mechanical engineering related matters.

• Coordinating development of project specific specifications.

• Review piping designs created by others including oversight of stress analysis results

• Review static equipment specifications created by others

• Participating/Coordinating design basis definition, preparing of PFD’s, H&MB’s and Preliminary P&ID’s

• Review specifications for long lead time process equipment

• Participating in evaluation of contractor(s) process design capability

• Interfacing with in-house and contractor design team activities.

In the Execution Phase:

• Providing oversight of contractor(s) mechanical design performance.

• Maintaining progress, integrity, quality and accuracy of mechanical engineering work.

• Participating in the management of change process; assessing candidate scope changes for material impact on cost estimates and so supports cost control / management of change.

• Implementing project documentation and data preservation activities.

• Advising team on piping and static equipment matters.

• Advising the team on correct mechanical design procedures and specifications.

• Interfacing with in-house and contractor design team activities

• Participate with the team in HAZOP / HAZID activities.

• Participating in planning for commissioning & start-up;

• Participating on start-up team consulting

• Controlling schedule and cost of assigned object(s).

• Maintaining full project chronology of mechanical design revisions (including cause / effect data), for use in agreeing contract change orders or defending spurious claims.

QUALIFICATIONS:

Basic/Required Qualifications:

• Bachelors’ Degree in Mechanical Engineering.

• 15+ years of major capital projects experience in mechanical engineering assignments of increasing responsibility, complexity and scope.

Preferred Skills:

• Team player with proven management and staff leadership skills.

• Strong knowledge of current software applications for mechanical engineering in the areas of piping and process equipment.

• Strong computer software knowledge for windows based database, spreadsheet and word processing programs.

The Cost Engineer will manage the cost control activities from FEED through the Execution phase and commissioning phase. The Cost Engineer will establish and maintain definitive project cost control systems for the project in concert with Owner, WAHA and Contractor requirements relating to estimates and budgets, payment schedules, risk management reports, forecasting, earned value analysis and documentation for internal and external audits. This will include assisting the Project Management Team PMT in developing, understanding and managing owner’s cost; ensuring that cost related information including analysis of deviations from budget is communicated to PMT members.

This position is intended to extend into the detailed design and construction phases of the project. Duration of the assignment is expected to be 3 – 5 years.

Key Roles & Responsibilities

Reports to the Project Services Manager and may be responsible for:

In the FEED Phase:

• Manage cost engineering activities including development and implementation of cost controls.

• Develop project cost control procedures for the FEL Phases.

• Prepare procedures for budget management and forecasting.

• Define project financial benchmarks for the duration of the project.

• Coordinate with the Planner / Scheduler and Project Services Manager in the organization and facilitation of risk assessment interviews.

• Coordinate with the Planner / Scheduler and Project Services Manager in the development and implementation of the Project Work Breakdown Structure

• Facilitates cost risk mitigation and contingency planning processes.

In the Execution Phase

• Migrate conceptual project estimate to definitive project control estimate

• Establish and maintain cost data input to an integrated project cost and schedule system.

• Participate in early project activities related to reviewing/upgrading contractor’s cost control organization and procedures

• Assure accuracy and timeliness of data collection for cost measurement

• Coordinate flow of information related to contractor input into the contractor’s estimate and to the recasting effort associated with the control estimate

• Appraise performance of contractor’s cost engineer and other cost personnel.

• Monitor and appraise project elements outside the contractor’s responsibility, such as: Owners PMT cost , Owners changes and utilization of contingency

• Interface with the Contractor’s Cost specialists to ensure that cost data is incorporated into the integrated project budget.

• Process periodic invoices and liaise with the financial control personnel in order to maximize the effective use of resources

• Report periodic status of all project costs and cash flows for cost and production trends, forecast at completion FAC analysis, cost variance analysis for Project Managers Progress reports.

• Report funding budgets and cash flows, trends and variance of the Project Plan.

• Register and evaluate technical change orders for cost impact.

• Implement project documentation and data preservation routines.

Basic/Required Qualifications:

• Bachelor ‘s Degree in Accounting, Finance or equivalent work experience

• 10+ years project cost controls experience of large projects or, multiple small projects, in oil and gas in assignments of increasing responsibility, complexity and scope.

• Technical competency in the field of Project Cost Control.

Preferred Skills:

• Proven management and staff leadership skills.

• BS Degree in Construction Management, Engineering;

• A demonstrated knowledge of Project Controls, Cost Engineering, Estimating, Risk Analysis, Forecasting (Work In Progress/Earned Value), Accruals and General Accounting.

• Familiar with the use of proprietary computer software systems used for project cost management,

• Ability to develop reports for, and presentations to, management.

• Good verbal and written communication skills

• 10+ years of major capital projects experience in process engineering assignments of increasing responsibility, complexity and scope.

• Team player with proven management and staff leadership skills.

• Strong knowledge of current simulation software applications for process engineering.

• Strong computer software knowledge for windows based database, spreadsheet and word processing programs.

• Demonstrated ability for development of reports for and presentations to management.

About the Project

The North Gialo field development project is a green-field oil field development EPC project consisting of some 61+ wells with corresponding production facilities to be located in the Libyan desert south-east of Marsa El Brega. Project facilities will include oil and gas gathering systems, oil and gas processing facilties capable of processing 100 MBOPD, gas re-injection facilities of approximately 200 MMSCFD, export pipeline facilities, building and personnel facilities and tie-ins to existing infrastructure facilities.

The project is currently in the process of entering FEED

Position Description

The Lead Planner will participate in the development of the project plans and schedules through the various FEL phases and through the Execution and Commissioning.

The Lead Planner will establish and maintain project logic networks, schedules, progress and performance information, risk management data and audit trails.

This position is intended to extend into the detailed design and construction phases of the project. Duration of the assignment is expected to be 3 – 5 years

Key Roles & Responsibilities

The Lead Planner reports to the Project Services Manager and shall be responsible for the following activities:

In the Pre-execution Phase:

• Working with the Project Services Manager, develop and implement the project Work Breakdown Structure for use in scheduling and planning ensuring conformity with Cost and Estimating Structure.

• Develop Baseline, Re-Baseline and monthly update of the project Integrated Master Schedule.

• Identify all FEL activities on the project and develop a logic network using precedence diagram method (PDM) that includes all activities up to and including project sanction.

• Identify the list of long lead items that need to be procured prior to project execution phase.

• Analyze, validate and incorporate the information coming from vendors and contractors, making sure it complies with contractual requirements and provides the information necessary.

• Integrate data provided by Estimating and Cost Control into the Integrated Master Schedule and the different project control reports.

• Ensure that all relevant activities are included within the Integrated Master Schedule and that all internal and external interfaces are accounted for in the logic.

• Ensure that the preparation and update of the Integrated Master Schedule complies with the Company Planning Standards and Procedures.

• Ensure that all schedule logic and durations are consistent with project benchmarks for the various project activities (engineering, procurement, construction, installation, commissioning, start-up and handover to Operations).

• Maintains full understanding and awareness within the PMT, of the activities and relationships which make up the Critical Path(s) to key milestones.

• Obtains formal approval by the Project Manager of the Integrated Master Schedule Baseline, Re-Baseline and monthly update, and post the finalized schedule information.

• Organize and facilitate risk assessment interviews and a formal schedule risk analysis under the direction of the Project Services Manager.

• Develop and update a Risk Schedule to run the probabilistic analysis for schedule impact of activities duration and schedule risk events.

• Develop “what if” scenarios to facilitate risk mitigation and contingency planning process.

• Contribute to the preparation of plans, sanction documents and accompanying presentations.

In the Execution Phase:

• Develop Baseline, Re-Baseline and monthly update the project Integrated Master Schedule.

• Identify all execution and commissioning activities for the project and update the logic network developed during FEL using precedence diagram method (PDM) that includes all activities up to and including project handover and close-out.

• Review, comment and enforce procedures and contract documents defining contractors scheduling, progress and performance measurement deliverables.

• Analyze, validate and incorporate the information coming from vendors and contractors, making sure it complies with contractual requirements and provides the information necessary.

• Flags any contractor’s intention to re-baseline without the prior approval of Company.

• Incorporate approved change orders into schedule logic and reports.

• Identify early on progress deficiencies and productivity impairments and advise the PMT of issues, needs and opportunities to improve schedule flexibility and minimize risk of slippage.

• Prepare and distribute regular Project progress reports which enable all PMT members to manage their deliverables as well as their vendors and contractors.

• Obtains formal approval by the Project Manager of the Integrated Master Schedule Baseline, Re-Baseline and monthly update, and post the finalized schedule information.

• Coordinate the development of recovery plans or baseline updates as directed by the Project Controls Manager.

• Reconcile schedule trends, develop Forecast at Completion Analysis.

• Prepare periodic reports highlighting the progress status of all engineering, procurement and construction activities, and analyze performance for management utilization.

• Maintain a document trail to facilitate internal audits of critical commercial internal control systems.

• Develop the project’s planning close-out report

Basic/Required Qualifications

• Bachelor‘s Degree in engineering or equivalent work experience.

• Minimum 10 years project planning experience of large projects or multiple small projects in Refinery, Petrochemical and/or Upstream Projects in assignments of increasing responsibility, complexity and scope.

• Technical competence in preparation of plans and schedules for projects in excess of US 100 Million.

• Proficiency in use of project planning and risk analysis software including Primavera Version 6, forensic schedule analysis tools and Monte Carlo simulation.

• Working knowledge of all Project Controls activities including Cost Estimating, Cost Control, Document Management, Project Reporting, Risk Assessment, Contracts Administration and Procurement.

• Ability to make succinct and meaningful planning, scheduling and progress presentations to project management, including recommendations.

Preferred Skills

• Technical competence in preparation of plans and schedules for projects in excess of US 1 Billion.

• Strong written and oral communication skills.

• Strong facilitation skills with the ability to secure understanding, ownership and commitment to plan and timing.

• Able to exert influence on contractor in potentially adversarial circumstances.

Additional Requirements:
