Chemonics seeks a regional program manager for the Libya Transition Initiative, a three-year, $26-million project funded by USAID/Office of Transition Initiatives (OTI). As the first USAID award in the country, the project works to support Libya-led efforts to promote national unity and the transition to inclusive democracy and has received a 15-month extension through December 2014. The position has an estimated duration of one year, beginning on or around August 15, 2013, contingent upon USAID/OTI approval and sufficient funding, and is based in Tripoli with frequent travel around eastern Libya. Chemonics may amend the scope of work for this assignment in consultation with the employee. Responsibilities include:
• Advise USAID/OTI country representative, deputy country representative, and the chief of party on the evolution of the local political, legal, and economic situation and on how to continuously adapt the regional USAID/OTI program to ensure that it remains relevant and effective
• Manage and direct the development of the Tripoli program strategy, in concert with the chief of party, with respect to the types of Transition Activities Pool activities being developed (grants, direct distribution of goods and services, or stand alone technical assistance); the profile of grantees and other assistance recipients; and ensuring activities support the LTI program strategy and transition objectives
• Oversee all aspects of development and implementation of the Tripoli grant portfolio, as directly implemented by two grants management units and other program support staff, as well as oversee the non-partisan implementation of each grant and the achievement of outputs as stated in the grant agreement
• Manage grants management unit staff to ensure quality and consistency of program implementation, attend grant kickoff meetings, and provide ongoing technical assistance and oversight during implementation
• Provide regular updates to Chemonics’ chief of party and operations manager, as well as to USAID/OTI and other counterparts, on the number, value, successes, and implementation status of all Transition Activities Pool activities in Tripoli
• Management, oversight, and reporting of progress of all activities in Tripoli and program operational areas in the west and south to the chief of party and operations director, as well as to USAID/OTI and other counterparts
• Travel extensively throughout his/her area of responsibility, with occasional travel to other areas at the direction of the OTI country representative or chief of party to develop relationships with potential beneficiaries and Transition Activities Pool recipients to support Transition Activities Pool concept development • Actively mentor and build the capacity of program development officers on best practices and successful strategies for developing high-impact, relevant, and successful activities on a consistent basis
• Directly supervise two Tripoli-based grants management units (including procurement, grants, program development, and monitoring and evaluation staff) to ensure a consistent level of new activity development and achievement of monthly activity clearance targets, as well as effective program implementation, monitoring, evaluation, and reporting, ensuring activities are implemented on schedule and according to budget
Qualifications:
• Advanced degree preferred
• Three to five years experience in project design and development preferred
• Analytical ability and understanding of the political context in Libya, with the ability to think creatively in conceptualizing relevant grant activities
• Ability to obtain knowledge and assess capabilities of local and international NGOs, community-based organizations, and media outlets implementing relevant activities and programs in Libya
• Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the program
• Experience with stabilization, governance, outreach, and community engagement programming preferred
• Strong written and verbal communications skills
• Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions (including international and local NGOs), government entities, and the general public
• Experience working on USAID-funded projects and managing grants or working on programs with grants components strongly preferred
• Excellent interpersonal skills and an ability to manage a diverse range of professional relationships are essential
• Experience working in Libya or similar environments and on rapid transition programs in insecure environments is desirable
• Ability to travel extensively throughout Libya extensively required
• Fluency in English required and Arabic highly desired
