Chemonics seeks a regional program manager for the Libya Transition Initiative, a three-year, $26-million project funded by USAID/Office of Transition Initiatives (OTI). As the first USAID award in the country, the project works to support Libya-led efforts to promote national unity and the transition to inclusive democracy and has received a 15-month extension through December 2014. The position has an estimated duration of one year, beginning on or around August 15, 2013, contingent upon USAID/OTI approval and sufficient funding, and is based in Tripoli with frequent travel around eastern Libya. Chemonics may amend the scope of work for this assignment in consultation with the employee. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

• Advise USAID/OTI country representative, deputy country representative, and the chief of party on the evolution of the local political, legal, and economic situation and on how to continuously adapt the regional USAID/OTI program to ensure that it remains relevant and effective

• Manage and direct the development of the Tripoli program strategy, in concert with the chief of party, with respect to the types of Transition Activities Pool activities being developed (grants, direct distribution of goods and services, or stand alone technical assistance); the profile of grantees and other assistance recipients; and ensuring activities support the LTI program strategy and transition objectives

• Oversee all aspects of development and implementation of the Tripoli grant portfolio, as directly implemented by two grants management units and other program support staff, as well as oversee the non-partisan implementation of each grant and the achievement of outputs as stated in the grant agreement

• Manage grants management unit staff to ensure quality and consistency of program implementation, attend grant kickoff meetings, and provide ongoing technical assistance and oversight during implementation

• Provide regular updates to Chemonics’ chief of party and operations manager, as well as to USAID/OTI and other counterparts, on the number, value, successes, and implementation status of all Transition Activities Pool activities in Tripoli

• Management, oversight, and reporting of progress of all activities in Tripoli and program operational areas in the west and south to the chief of party and operations director, as well as to USAID/OTI and other counterparts

• Travel extensively throughout his/her area of responsibility, with occasional travel to other areas at the direction of the OTI country representative or chief of party to develop relationships with potential beneficiaries and Transition Activities Pool recipients to support Transition Activities Pool concept development • Actively mentor and build the capacity of program development officers on best practices and successful strategies for developing high-impact, relevant, and successful activities on a consistent basis

• Directly supervise two Tripoli-based grants management units (including procurement, grants, program development, and monitoring and evaluation staff) to ensure a consistent level of new activity development and achievement of monthly activity clearance targets, as well as effective program implementation, monitoring, evaluation, and reporting, ensuring activities are implemented on schedule and according to budget

Qualifications:

• Advanced degree preferred

• Three to five years experience in project design and development preferred

• Analytical ability and understanding of the political context in Libya, with the ability to think creatively in conceptualizing relevant grant activities

• Ability to obtain knowledge and assess capabilities of local and international NGOs, community-based organizations, and media outlets implementing relevant activities and programs in Libya

• Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the program

• Experience with stabilization, governance, outreach, and community engagement programming preferred

• Strong written and verbal communications skills

• Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions (including international and local NGOs), government entities, and the general public

• Experience working on USAID-funded projects and managing grants or working on programs with grants components strongly preferred

• Excellent interpersonal skills and an ability to manage a diverse range of professional relationships are essential

• Experience working in Libya or similar environments and on rapid transition programs in insecure environments is desirable

• Ability to travel extensively throughout Libya extensively required

• Fluency in English required and Arabic highly desired

Background

In June 2011, to promote the transition occurring in Libya, the USG made immediate support to the people of Libya a priority. USAID/OTI has been asked to contribute toward the stabilization efforts and immediately implement high impact programming to bolster civil society and support political transition objectives.

The goal of the USAID/OTI program in Libya is to support Libya-led to support a credible and stable political transition in Libya. Specifically, the Libya Transition Initiative (LTI) aims to initially focus on providing targeted transition assistance in the following key three areas:

(1) Support inclusive implementation of key political processes;

(2) Promote the development of effective, legitimate governance institutions; and

(3) Strengthen local initiatives to mitigate conflict that destabilizes the transition.

Purpose

Working under the broad supervision of the USAID/OTI country representative and LTI chief of party (COP), the Information and Reporting Officer will need to exert an important degree of independent judgment and initiative and be expected to collaborate and coordinate with all members of the team. S/he will play a key role in the information capturing and reporting of program activities. The Information and Reporting Officer will report directly to the COP.

Specific Duties and Responsibilities

· Manages the USAID/OTI Activity Tracking Database, including supervision of data entry, hardware program upgrades, and database submissions to USAID/OTI.

· Ensures that the database complies with USAID/OTI’s database standards; customization and localization of the USAID/OTI database may include adaptation to this program of the database already employed by USAID/OTI for its current program in Libya.

· Responsible for maintaining database accuracy, consistency and completeness, and generating of database reports and other printouts as directed by USAID/OTI, and ensuring accuracy, consistency, and completeness of the program database.

· Ensure that monitoring and relevant reporting are taking place in appropriate sections of the database at each stage of project development, implementation, and close-out.

· Capturing of relevant documents, photos, etc. per USAID/OTI guidance, develop guidance and training for staff on systems and procedures.

· Maintain, and possibly develop, clusters in the database based upon the needs of the activities and project while making necessary recommendations to the COP and OTI.

· Utilize the information in the database and information from monitoring and evaluation reports in the field to compile appropriate reporting on program status and impact, including success stories, snapshots, press releases, weekly reports, quarterly reports, annual reports, and ad hoc reports on how the program responds to particular issues.

  • Any other tasks as assigned by supervisor.

Qualifications

Education: A Bachelor's degree or higher in a relevant field. Experience and/or good understanding of donor organizations, preferably USAID and OTI.

  • Prior Work Experience: At least two to five years of demonstrated experience in the analysis and reporting on program impact and implementation is highly desirable.
  • Language Proficiency: fluency in written and spoken English and high capacity in written and spoken Arabic required. Candidates that speak/write English equivalent to competence level 2/2, (Foreign Services Institute (FSI) are required for this position.
  • Knowledge: Knowledge of Libyan social and political structures at the national, regional and local levels is highly desirable. Demonstrated analytical ability and understanding of the political context in Libya, with the ability to think creatively in conceptualizing relevant grant activities.
  • Skills and Abilities: A good working knowledge of Microsoft Office (Word, Excel, PowerPoint and Access) is required. Good interpersonal and communications skills are required, as is the ability to organize the workload. Candidates should expect to work with Libyans from all backgrounds to implement program objectives and should have a positive attitude toward supporting transitional political processes in which all Libyans are welcome to participate.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the LTI program.
  • Must submit at least three writing examples.

ACTIVITIES

Receive and record all end users requirements.

Dispatch New PR to Buyer..

Follow-up Buyer Daily activities.

Find reliable sources to supply goods

Look at product catalogues and trade journals.

Contact suppliers to obtain information on price, quality and delivery of goods

Clarifies specifications from end-users.

Place orders and follow these up to make sure delivery to the right place at the right time.

Update all end users with the status of their requirements.

Use MMS to plan material requirements and to record details of goods received, costs of products and supplier information.

Perform any other related duties we may require or assign for you.

To report frequently on running activity.

To issue all needed Reports (Daily, Weekly, Monthly, Yearly…)

Regular Site Visit.

Regular Meeting with End-user (Tripoli)

Follow with Buyer to ensure Partial & Rejected Po’ are closed properly.

Regular Meeting with Finance to review all Pending issue related to Purchasing Section

Participate on the Vendors Evaluation.

Participate on the Evaluation of the Purchasing Staff.

QUALIFICATIONS / EXPERIENCE REQUIRED

Education: Technical high school or specialized training.

Experience : Professional experience: minimum 7 years experience in the oil company’s

Required competencies: Good writing & speaking in English.

Good knowledge in computer

Major Principles:

The Applicant should have the Libyan Citizenship.

Should have the Required Qualifications.

Should have the required years of experience.

English language (Conversation and writing skills).

Able to work on any required working environment.
